Olga Khoroshylova is Partner and Head of Capital Markets, Banking & Finance Practice. She is advising international and Ukrainian clients, Ukrainian municipalities and state bodies on all aspects of capital raising and financial operations including syndicated lending, Eurobond and other debt capital markets instruments, initial public offerings, commodity and structured finance, and public private partnerships.
Olga is also focusing on sovereign borrowings, Eurobond and other offerings on the international markets, having advised on numerous bond offering completed by the Ministry of Finance ofUkrainefrom 2001-2011, and on a large number of capital markets and lending transaction guaranteed by the State of Ukraine.
Ms. Khoroshylova was a member of several teams of experts established at the Cabinet of Ministers of Ukraine, ministries and other units of the Ukrainian Government for strategic development and reform of various regulatory acts. In particular, she was involved in drafting of legislation for major regulators in the financial sector and gaming, currency control, securities regulations, privatization, public and private partnership and infrastructure, energy and oil & gas, and mechanisms for emissions trading under Kyoto Protocol rules.
In addition to her work in banking & finance, Olga has extensive experience in Ukrainian oil & gas law, having advised on production sharing agreements, licensing and contractor service agreements to Ukrainian clients.
Olga has been named the "Best Banking & Finance Lawyer of Ukraine" at Ukrainian Legal Awards 2009. Chambers Global 2010 and Chambers Europe 2010 call her “one of the leading names in the area [inUkraine]”. Who's Who Legal: CIS 2010 calls her a prominent Project Finance lawyer while The IFLR 1000 2010 describes her as "one of the strongest performers in the market".
